The ICTR own-stated, dual purpose is to prosecute persons responsible for Genocide and other serious violations of International Humanitarian Law and to contribute to the process of national reconciliation in Rwanda, and to the maintenance of peace in the African Great Lakes region. The purpose of this research project is to determine if, how, and to what extent activities carried out, to date, by the ICTR have contributed, from the perspective of different stakeholders, to national reconciliation and peacebuilding in post-Genocide Rwanda, and in the greater African Great Lakes region. Since its establishment the ICTR has made real achievements in the advancement of International Criminal Justice and the prosecution of Genocide perpetrators however, with respect to the national reconciliation and peacebuilding objective, less has been written and much less may have been achieved. This research will argue that peacebuilding successes have fallen short.
