a| In de Tweede Wereldoorlog werden Joden systematisch van hun bezittingen beroofd. Na de oorlog kregen zij te maken met onbuigzame, bureaucratische gemeenteambtenaren die zichzelf vooral zagen als uitvoerders van de bestaande regelgeving. De slachtoffers werden geconfronteerd met financiële verplichtingen die zij als onbillijk ervoeren. Niet de menselijke maat, maar de strikte letter der wet en de gemeentelijke portemonnee bleken het beleid te bepalen. Openstaande rekeningen gaat over de weinig empathische behandeling van een bestolen en gedecimeerde Joodse bevolkingsgroep. Hinke Piersma en Jeroen Kemperman zijn als historici verbonden aan het NIOD Instituut voor oorlogs-, holocaust- en genocidestudies.
