Various scenes in occupied Norway, including: German soldiers load a gun in a bunker located on a Norwegian coast. Shots of the exterior of the bunker. Vidkun Quisling, accompanied by several high-ranking Nazi officers, reviewing German or Norwegian troops on a snowy day. Among the German officers are Reichskomissar Josef Terboven and Nikolaus von Falkenhorst. The next shot is of an unidentified street, then the interior of a nightclub in Norway, where civilians and German officers drink and fraternize. The camera pans down a large portrait of Hitler that hangs on the wall. Norwegians with rucksacks and other bundles pile into trains and the trains traveling down the tracks. A brief shot of a man and a woman hand-in-hand walking in a bucolic lakeside setting. More shots of German officers and soldiers with Quisling and other Norwegian collaborators. Quisling reviews a group of uniformed girls, probably fascist youth group members.
