The original caption reads "Ruthless looting progressed on a large scale soon after American occupation, as hungry civilians and liberated slave laborers broke into coalyards and food warehouses, fighting over the rare items and stuffing pockets full. American troops were outnumbered when they attempted to close the warehouses."
