Before the war Bieliatzkin was a jurist and an expert in civil law at the University of Lithuania.  During the war he served as chairman of the Jewish court in the ghetto. By 1943 Bieliatzkin was suffering from severe depression and was being treated in a clandestine psychiatric unit.
