- Canadian General Roméo Dallaire, commander of the United Nations Mission in Rwanda in 1994, warned of a possible mass murder of the Tutsi minority by Hutu extremists. U.N. officials chose instead to withdraw troops from Rwanda. Footage of General Dallaire speaking with Ted Koppel at the United States Holocaust Memorial Museum on June 12, 2002, is combined with background information about the Rwanda genocide to examine questions of moral responsibility in the face of genocide.
