He greets the members of the Zones Advisory Board and in his speech says that his appointment coincides with the beginning of a new phase of British policy regarding the British Zone.

"Mainz University and Gutenberg Museum Restored." Laborers working on the damaged University building. Gen. Pierre Koenig, Supreme Commander of the French Occupation Army, presides at the reopening.
